The major Western New York Payers (HealthNow, Independent Health and Univera Healthcare) have initiated a program whose goals are to further the community wide-adoption of EMRs and promote connectivity to HEALTHeLINK, which will result in improvements in the quality and affordability of care within the western New York community. Specifically, the program will target primary care physicians who have not already purchased EMRs and are not participating in another payer sponsored program. The program will help select appropriate EMR packages through the use of specific requirements to ensure the systems provide the intended benefits and leverage the negotiating power of a larger organization. The program does not just focus on technology but will be designed to promote the necessary changes in practice operations to truly benefit from the technology and achieve the emerging standard of meaningful use
